DLC “Changelog” – “When you start a game, click on the Customize button under the Mage’s picture. You need to unselect some of the Mage’s current perk/spell points to free up either 5 points (for one of the Lords) or 10 points to get both. Then you should be able to select either “Master of Blades” or “Demonic Adviser” perk (or both if you freed up 10 points). Then when you start the game the Powerful Lord(s) should be near your city…”.

They are already in the original skidrow release before this patch dlc was released.
